CCP authorities strip Dr. Xu Yonghai of retirement pension

(Beijing—January 27, 2021) Dr. Xu Yonghai, a Beijing Christian and prisoner of conscience, who turned 60 years old in 2021, should be eligible for a pension. Because he had been imprisoned in the past, however, Chinese Communist Party (CCP) officials stripped him of his retirement benefits.

Beijing City Xicheng District Human Resources Public Service Center issued a document stating:

According to the document in his file, the criminal judicial verdict by Zhejiang Province Hangzhou City Intermediate Court (2004) Hang Crime Document No. 39: Xu Yonghai is sentenced to two years in prison from November 2003 to January 2006 for spying and illegally providing national intelligence to other countries. According to (59) HR Welfare No. 740 Document, an employees’ service time will be recalculated and start from their rehire date if they are given imprisonment.

Dr. Xu began work in1984 after graduating from college but abruptly ended in 2003 when CCP authorities convicted him for speaking up for persecuted Christians.

As authorities fail to acknowledge the time he worked, therefore, Xu Yonghai must report details to and petition upper-level government officials at the Beijing Municipal Public Complaints and Proposal Administration.

Dr. Xu Yonghai’s bio:

  • After graduating from Beijing Medical College (the current Medical School of Peking University) in 1984, Dr. Xu, born in 1960, served as a physician at Beijing Hot Spring Tuberculosis Hospital. In 1988, he transferred to Beijing Huilongguan Hospital where his position changed from physician to a mental health doctor. In 1990, he transferred to Beijing Xicheng Ping’an Hospital. 
  • In 1989, Dr. Xu became a Christian and helped others plant “Beijing Christianity Holy Love Fellowship House Church.”
  • In 1995, Xu Yonghai signed Learn Lessons at the Cost of Blood, Advance the Process of Democracy and Rule of Law —an Appeal Letter on the 6th Anniversary of 1989 Tiananmen Square Protests. Consequently, CCP authorities sentenced him to a two-year reeducation through labor from 1995 to 1997. Afterward, he continued to work at Beijing Xicheng Ping’an Hospital. “Reeducation through labor” indicates a contradictory issue among people.
  • In 2003, CCP authorities sentenced Dr. Xu Yonghai to two years in prison, convicting him of “spying and providing national intelligence illegally to other countries.” The reason? He penned “What I Have Learned about the Case that Li Baozhi, a resident in Anshan City, Liaoning Province, was Given Reeducation through Labor: Facts and Course, A Letter to the National People’s Congress Regarding the Event that Christians of Anshan City were Tortured to Extort a Confession, etc. in order to speak up for Christians who were persecuted by torture.” 

CCP authorities frequently hold Dr. Xu, unemployed and under surveillance since being released, under house arrest. Today, because of his past imprisonment and CCP officials stripping him of his retirement benefits, Dr. Xu does not receive an income. He does not have health insurance nor can he afford medical treatment if/when needed. He does, however, have friends as well as brothers and sisters in the faith who care and stick close to him.
