            Detainee says China has secret jail in Dubai, holds Uyghurs

A young Chinese woman says she was held for eight days at a Chinese-run secret detention facility in Dubai along with at least two Uyghurs, in what may be the first evidence that China is operating a so-called “black site” beyond its borders.

The woman, 26-year-old Wu Huan, was on the run to avoid extradition back to China because her fiancé was considered a Chinese dissident. Wu told The Associated Press she was abducted from a hotel in Dubai and detained by Chinese officials at a villa converted into a jail, where she saw or heard two other prisoners, both Uyghurs.

She was questioned and threatened in Chinese and forced to sign legal documents incriminating her fiancé for harassing her, she said. She was finally released on June 8 and is now seeking asylum in the Netherlands.

While “black sites” are common in China, Wu’s account is the only testimony known to experts that Beijing has set one up in another country. Such a site would reflect how China is increasingly using its international clout to detain or bring back citizens it wants from overseas, whether they are dissidents, corruption suspects or ethnic minorities like the Uyghurs.

(Washington, D.C.) China Aid Association releases detailed information about a black jail, an extralegal secret prison system run by Chinese state security, in Dubai, United Arab Emirates (UAE) highlighted in a breaking AP report. Wu Huan, political asylum seeker and fiancée of Wang Jingyu, was forcibly detained for days by Chinese Consulate officials in the first evidence of a black jail operating outside of China’s borders.

After traveling to Dubai to help her fiancé, Ms. Wu was kidnapped and imprisoned on May 27 by Dubai officials in the Bur Dubai Police Station Detention Center for three days. She was then handed over to the personnel of the Chinese Consulate... took her to an illegal prison converted from a villa to continue detention. ...

The illegal detention of Wu Huan by the Chinese Consulate lasted until June 8, 2021. She was released
from the Chinese Consulate black jail due to the hunger strike she went on for several days in protest and the deterioration of her mental condition.

In July, ChinaAid and Freedom Seekers International organized a rescue effort resulting in both Wang and Wu’s safe arrival in the Netherlands where they have applied for asylum. Shortly thereafter, Wu gave an interview  and a handwritten note* in which she detailed her experience in the illegal detention center in

Hello everyone. My name is Wu Huan. I come from Chongqing. On April 5, my friend Wang Jingyu was arrested by Dubai police officers as he came off an Emirates flight at Dubai International Airport. Then he contacted me for help. So, I went to Dubai and hired a lawyer for him.

The lawyer found a bail guarantor for him. However, the UAE government conducted multiple violation operations. They refused to release him after receiving all the bail documents. Through the lawyer’s efforts, we received the case withdrawal documents, but they still would not release him.

On May 28, 2021, some Chinese Consulate officers and Dubai police officers came to my hotel. The receptionist called me and asked me to go to the lobby. At first, they asked me some unimportant questions. Then they said they need more information on some issues and took me to Bur Dubai police station.

They held me in the police station for three days without giving me any reasonable excuse. Chinese Consulate officers picked me up three days later. They transported me to a mansion near IBN Battuta Mall. They confiscated all my personal belongings and pushed me into a tiny and dark room where they showed their true colors.

They asked me to incite conflicts between pastor Bob Fu and my friend Wang Jingyu. They wanted me to make up some bad things against Wang Jingyu. They wanted me to say that Wang Jingyu has harassed me. The purpose is to prevent pastor Bob Fu from helping him.

They also asked me to call pastor Bob Fu directly to tell him the made-up stories.
